Then someone brings up one more thing: “You’ll need a Saudi police clearance certificate.” And just like that, you’re unsure what to do next. What is it? Why do you need it? And how do you even get it started? It feels like one last hurdle when you thought everything was done.

If you’ve lived in Saudi Arabia – whether for a few months or several years – this document is often required to prove you have no criminal background before you can move forward. In this guide, we’ll break it all down.

 

What is a Saudi Police Clearance Certificate?

A Saudi police clearance certificate, often referred to as a criminal clearance certificate in Saudi Arabia, is an official document issued by the Saudi Ministry of Interior. It confirms whether or not you have any criminal record during your stay in the Kingdom.

Foreign governments typically require this certificate as part of background checks for immigration, employment, or long-term residency. It applies to many people who have lived in Saudi Arabia under a resident visa and now need to prove their police record status for another country.


Documents Required for Saudi PCC

Before you begin the application, make sure you have the following documents ready:

  • Current passport copy
  • Copy of Saudi ID, Iqama, or visa page with border number
  • Purpose of the Saudi PCC application
  • Date of final departure from Saudi Arabia, if applicable
  • Birthplace details
  • Passport-sized photographs, if required
  • Fingerprints, depending on the applicant’s Saudi record and application status

 

How to Get Saudi Police Clearance Certificate: Which Process Applies to You?

A. For Current Residents in Saudi Arabia

If you are currently living in Saudi Arabia, the process is usually completed through Absher. Before applying, applicants must have:

  • An active Absher account
  • Fingerprints registered with the Ministry of Interior
  • Valid residency details in the Saudi system

To apply through Absher, the applicant can follow this path:

My Services → Public Services → Absher Reports → Request for a Criminal Records Report

This online report may be enough for certain local or digital requirements. The applicant may need to visit a local police station to obtain a physical copy.

Applicants may search for a police clearance certificate Riyadh, police clearance certificate Jeddah, or police clearance certificate Khobar, depending on where they live or where their Saudi records are linked. This physical copy may then need to be attested or processed with an Apostille, depending on the destination country and authority requirements.

Important: The Absher application process for current residents must be completed by the applicant personally using their own Absher account. We do not process or submit Police Clearance Certificate applications through Absher on behalf of current residents. However, once the certificate has been issued, we can assist with subsequent services such as attestation, Apostille, legalization, or other document processing, where applicable.

 

B. For Applicants Outside Saudi Arabia

If you have already left Saudi Arabia, the process is different. Former residents and applicants outside Saudi Arabia usually need support through the right channel. Helpline Group can assist applicants applying from outside Saudi Arabia.

 

1. Document Collection

The first step is to collect and verify all required documents. Every detail must match your Saudi record. Even a small mismatch in name, passport number, ID number, or date of birth can delay the application.

 

2. Processing at the Ministry of Interior

Once the documents are prepared, the application is processed through the Saudi Ministry of Interior. The authorities check the applicant’s record during their stay in Saudi Arabia.

 

3. Saudi Police Clearance Certificate Issued

If the application is accepted and the record is clear, the Saudi police clearance certificate is issued. The certificate confirms whether the applicant has any criminal record linked to their stay in Saudi Arabia.

 

4. Processing at MoFA / Apostille, as Required

After the PCC is issued, it may need further processing depending on the country where it will be used. Since Saudi Arabia is a Hague Apostille country, Apostille may be required for countries that accept Apostille.

If the destination country or authority requires traditional legalisation, MoFA attestation or further attestation may be needed.

 

5. Delivery to the Applicant

Once the full process is completed, the certificate is delivered to the applicant.

 

Important: If fingerprints are not already updated with the Ministry of Interior, the PCC application will be rejected. In such cases, fingerprints must first be submitted to the Ministry of Interior before the application can proceed.
