Types of Certificates for attestation 

1. Educational attestation – Degree certificates, which include diplomas, degrees, and transcripts from universities and educational institutions in Nepal, as well as school certificates, including high school diplomas and certificates from the educational boards in Nepal, must be attested for use in Saudi Arabia. Attestation from the Ministry of Foreign affairs in Nepal and attestation from Saudi embassy in Nepal. At the end verification from the Ministry of Foreign Affairs will be initiated and  this attestation technique ensures that these documents are diagnosed and well-known to the Saudi government for various purposes, together with employment, education and legal transactions.

• •  Initial attestation of educational documents is done by the State human resource department.
  • Then the process will go forward to the Ministry of External Affairs. They check the document’s authenticity.
  • Finally, the embassy of the respective country will verify and complete the attestation process. A stamp and a signature is used to term it as a legal document. 

2. Attestation of personal certificates – Personal certificates consist of birth, marriage, divorce, and death certificates. Necessary documents are gathered, and the ward chairman verifies and signs the marriage Certificate of Parents. Attestation goes through Civil registration depart to the Ministry of Home Affairs, later on MOFA Nepal and the Saudi Embassy. The attestation ensures their validity and appeals through the Saudi government and facilitates numerous personal and prison transactions within the kingdom.

•  The process of attestation is similar as that for the educational documents
•  The home department will attest the document for regional level.
• Then, MEA and the embassy will attest the document after verification. A signature and a stamp will be added to the document after verification to make it a legal document.

3. Attestation of Company documents – Commercial certificates, registration certificates, invoices, agreements and other files related to commercial enterprises issued in Nepal are vital for businesses intending to operate in Saudi Arabia. These documents provide evidence of the organization’s legal reputation. This method is important for establishing partnerships, making it a critical step for organizations that want to operate in the Kingdom. Nepal is not a signatory to the Hague Convention.
Therefore, documents issued in Nepal cannot be apostilled. Instead, they require a process known as MOFA Attestation. The Ministry of Foreign Affairs (MOFA) in Kathmandu verifies the authenticity of official seals and signatures on public documents intended for use abroad.

Procedure

Step: 1. Notarization – For attestation certificates for documents issued in Nepal for use in Saudi Arabia, notarization requires a notary public in Nepal to verify the authenticity of the document. This step confirms that the document is genuine and has been signed by the relevant authority. The notary usually stamps and signs the document to indicate that it has been notarized.

Step: 2. Attestation of Ministry of Foreign Affairs in Nepal – Attestation by the Ministry of Foreign Affairs (MOFA) in Nepal is the next step in the certificate attestation process for documents intended for use in Saudi Arabia. It is the process of verifying the notary’s signature by presenting the required document to the Ministry of Foreign Affairs in Nepal, and it will authenticate the document. Once MOFA completes the attestation process, the document will then be valid and acceptable for use in Saudi Arabia. In Kathmandu, the Ministry of Foreign Affairs (MOFA) is the one making sure that all official seals and signatures on papers for use in foreign lands are real.

Step: 3. Attestation of Saudi Arabian Embassy in Nepal – First of all, MOFA attests the document. After that, it will be presented to the Saudi Arabian Embassy or Consulate in Nepal for verification. The latter shall examine the documents’ genuineness and compliance with Saudi regulations. The document becomes valid after verification by the embassy or consulate.

Step: 4. Attestation from the Ministry of Foreign Affairs in Saudi Arabia – It must be submitted to the Ministry of Foreign Affairs (MOFA) in Saudi Arabia for final attestation. Validates the document for use in Saudi Arabia. The Ministry of Foreign Affairs in Saudi Arabia will review the document to ensure the Saudi Embassy in Nepal has duly attested it and meets all the requirements.
